TROPICAL CYCLONE: ALERT ISSUED AT 5:00 PM, 22 April 2021 (Valid for broadcast until the next bulletin to be issued at 11 PM today) 

TYPHOON "BISING" ACCELERATES AND CONTINUES TO MAINTAIN ITS STRENGTH AS IT MOVES NORTH-NORTHEASTWARD AWAY FROM THE LANDMASS. 

Location of eye/center: At 4:00 PM today, the eye of Typhoon "BISING" was located based on all available data at 390 km East of Basco, Batanes (20.5°N, 125.7°E). Strength: Maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h. Movement: Moving North Northeastward at 15 km/h. 

NO TROPICAL CYCLONE WIND SIGNAL in any part of the country.

TYPHOON "BISING" SLIGHTLY WEAKENS AS IT ACCELERATES NORTHWARD.

Location of eye/center
At 4:00 PM today, the eye of Typhoon "BISING" was located based on all available data at 345 km East Northeast of Tuguegarao City, Cagayan or 345 km East of Aparri, Cagayan (18.3°N, 124.9°E).

Strength Maximum sustained winds of 165 km/h near the center and gustiness of up to 205 km/h.
Movement Moving Northward at 15 km/h.

SYNOPSIS: Trough of Low Pressure Area (LPA) affecting the southern portion of Mindanao. Easterlies affecting the rest of the country. 

FORECAST: The entire Visayas, Occidental Mindoro, and Palawan including Kalayaan Group of Islands will have partly cloudy to cloudy skies with isolated rainshowers due to Easterlies/Localized Thunderstorms. 

Light to moderate winds from the East to Northeast will prevail over the entire Visayas, Occidental Mindoro, and Palawan including Kalayaan Islands with slight to moderate seas.

Four Tropical Cyclone with devastating names from the 2020 will no longer be used for year 2024

According to Philippine Atmospheric, Geophysical and Astronomical Services Administration or (Pagasa) announcement in their Dost_Pagasa Facebook Page that four typhoon names that brought P1 billion in damages has officially retired.




Said names will be replaced by Aghon, Querubin, Romina, and Upang, in the 2024 tropical cyclone list. 
Pagasa previously said that it has four sets of names for tropical cyclones that are used every four years.


According to Pagasa, the criteria for tropical cyclone name decommissioning are:

1. If the typhoon leaves 300 or more people dead, or 
2. Leaves P1 billion or more worth of damage.

If you can remember, Ambo battered part of Visayas in May 2020, bringingN almost P1.574 billion in damages, as per National Disaster Risk Reduction and Management Council (NDRRMC).

While Quinta, that has made landfall in Albay twice then go through the provinces of Quezon, Marinduque, and Oriental Mindoro, last Oct. 25 to 26
That devastating typhoon left 27 fatalities and P4.223 billion in damages.

While super typhoon Rolly, the world’s strongest typhoon for 2020, has caused P17.875 billion in damages and left 25 people dead.

Then Ulysses, which hits some parts of Luzon including Metro Manila, left 101 dead and P20.261 billion in damages, according to NDRRMC.

Bahagyang maulap hangang sa maulap na papawirin na may pulu-pulong mga pag-ulan at pagkidlat-pagkulog ang inaasahan sa lalawigan ng Aurora dahil sa Lokal na mga pagkidlat-pagkulog.
Mahina hanggang sa katamtaman na hangin mula sa Silangan hanggang sa Timog-silangan ang iiral sa Hilagang Luzon at sa lalawigan ng Aurora. Ang mga baybaying-dagat ay magiging banayad hanggang sa maalon.

At 3:00 PM today, the Low Pressure Area (LPA) was estimated based on all available data at 280 km West of Iba, Zambales (15.0°N, 117.4°E).

LPA has a low chance to be develop into a tropical cyclone.




Tail-end of Frontal System (Shear line) affecting the eastern section of Northern Luzon.

However since effect of frontal system is already weakening, we are expecting to have generally fair weather starting tomorrow.

Within the next 3 days we don't any expect any LPA to enter in our Philippine Area of Responsibility.

Good news because as per Pag-asa, still with low chance of development as a tropical cyclone due to the cold wind effect of Amihan.

FORECAST:

The Eastern Visayas, Palawan including Kalayaan Islands & Occidental Mindoro will have cloudy skies with scattered rainshowers and thunderstorms due to LPA. The rest of Visayas will have partly cloudy to cloudy skies with isolated rainshowers due to localized thunderstorms.
Moderate to strong winds from the Southeast to Northeast will prevail over Occidental Mindoro, and Palawan including Kalayaan Islands with moderate to rough seas. Light to moderate winds from the East to Southeast will prevail over Visayas with slight to moderate seas.

Mababa pa din ang tsansa na maging bagyo ang LPA at ngayong araw ay maaaring kumilos ito ng pahilaga at posibleng papunta sa may Cagayan Valley Region kasabay ng Tail-end of Frontal System kung saan nag ang mainit na hangin galing sa dagat pasipiko at ang malamig na hangin na dulot ng Amihan.

Ang Amihan sa kasalukuyan ay mahina ang epekto at medyo uurong na ito ng konti pahilaga.

Maliban sa LPA wala na tayong ibang biinabantayan na sama ng panahon na maaring makaapekto sa bansa in the next 24 to 48 hrs.

At 3:00 PM today, the Low Pressure Area (LPA) was estimated based on all available data at 65 km East Southeast of Masbate City, Masbate (12.2°N, 124.2°E). Tail-end of Frontal System (Shear line) affecting the eastern section of Southern Luzon. Northeast Monsoon affecting the rest of Luzon.



LPA Assessment



  • Tropical Cyclone development is less likely (malabo daw). 
  • It may traverse between southern Bicol and Panay then across MIMAROPA until Wed early morning


WEATHER  TONIGHT

Asahan natin ang epekto ng LPA ngayong gabi sa Estern Visayas, Bicol Region, Marinduque, Romblon, Oriental Mindoro at Quezon Province ang mga lugar na pinakauulanin.

Ang pag-ulan ay moderate to heavy at posibleng magdulot ng mga pagbaha at landslide.

May kalat kalat din na pag-ulan at thunderstorm sa mga susunod na oras sa Western at Central Vizayas at ganon din sa CARAGA Region, Occidental Mindoro at sa natitirang bahagi ng CALABARZON.
